White's immediate goal is to get the checkers on the two stacks (6- and 13-points) into better use. 21/15 short-circuits that plan. Taking this theme to extreme argues for 8/7 as the ace but I think 24/23 is preferred. The latter gets Blue's back checkers in better position to escape and the downside (White hitting on the low points) isn't a significant danger since White doesn't have the ammo in place for a blitz.
