Aren't players in ABT forced to play in Open once they cash (or win?) in Intermediate?

No. There are players who have won more than once and still are/were allowed to continue entering the intermediate.

Can a (well-known) player with a PR less than 5.0 enter intermediate division and play there without comments about sandbagging?

Not likely. The decision tends to be subjective but you said "well known" and it's reputation/aura that drives the decision, at least seen through my rose-colored glasses.
