OtB and RO?

I can certainly understand why this ruling has caused a lot of debate afterwards.

It seems Bill, that you did everything right (read the rules, heard the players, used your best judgement, assembled an appeals committee - even barring people who could have a stake in the ruling). So that was everything done right, except ending up with the correct ruling :-)

The description of the events that led to this ruling, leaves me with one question though:

Is it correctly understood, that had the committee votes been cast as a 2-1 split in favor of overturning the director decision, the director decision would stand?

Next time, put Jeb, Chuck and Phil in the committee, then seem surprised when they rule as explicitly stated in their revised rule-set! ;-)
