No one ever answered this Q:

Is it correctly understood that, had the committee votes been cast as a 2-1 split in favor of overturning the director decision, the director decision would still stand?

I'm very interested in learning if this is the US standard? Because it might be a good idea then, to explicitly write in any rule-set what standard is used for committee rulings.
