I'll chime in here and say that you won't see me taking the opposite side of this bet. It is MUCH easier to play at a low PR for money than for matches.
In matches you have to play according to score and according to shifting and variable gammon values and costs. For money, there are no score issues and GV=GC=0.5. I'd be surprised if the typical top giant can't play at least 0.5 PR better for money.
It is also easier to play when there's absolutely no time pressure, I play quickly, often too quickly, but many of us top giants, including myself will certainly perform better if they have nearly forever to think about a play.
I agree with the others when I say that no one in the forseeable future will average under 2.0 in an ABT tournament setting with clocks. Sure, some can and will do it for a tourney, but not over the course of a few years and dozens of events. You have to play when sick, with little rest, in sometimes noisy and crowded and hot rooms.
Under 3.0 in ABT type settings...OK I can believe that but still most of us are playing to win the match and will toss away some PR vs weaker players and especially with the cube when well ahead in matches.
