How easy is this cube action for both sides?

Knowing what's in Woolsey's Cube Reference Positions should help here.

This position looks more interesting to me if it's a money(-like) game instead of this score and cube location, but maybe I'm misestimating the GWC's.

Does White know how to play the position? Knowing the answer to that question makes Blue's decision easier in a money(-like) game and maybe even at this score. (Depending just upon how the last few rolls were played it's possible Blue already knows that answer.)
