transcriber agreement from USBGF

A site has video of matches. For some of these matches, the site also provides a transcript. For others, none.
Is that correct?
For the matches with video but no transcript, the site has told you that if you watch a video and make a transcript, you cannot distribute or publish the transcript without the permission of the players involved and of the site.
Is that correct?
If so, and I wanted to watch a match and make a transcript, I would ignore the site's order, request, demand -- whatever it is. I do not believe the site or the video maker or the players have any legal right whatsoever in a transcript that you make. I do not believe it good policy to limit the making and dissemination of match transcripts. I do not believe that your right to make and distribute a transcript is in any way limited by whether or not the site or any players involved have given you permission. I do not believe that your decision to seek permission, or your decision to not distribute any transcript for which permission is withheld, if indeed you decide thus, is anything but an optional courtesy on your part. And I mean optional in the sense that if, for example, I wanted to watch a video and make a transcript of the January 2013 match between Magnus Carlsen and Erwin L'Ami at the Tata Steel chess tournament, I would not for a moment think that I must or should ask anyone's permission.
