transcriber agreement from USBGF

I don't think trademark rights is the right legal concept either.
I'd suggest to just refer to a particular instance of a transcription as "the work product" that is being owned by USBGF, and that will include in the file a wording to that effect. Then your agreement can say that the work product cannot be replicated without USBGF's prior written permission (but others would be able to prepare a transcription from the raw data).
I think the above would be fine from a contracting point of view and from a policy perspective, and is exactly what you'd want to do.
