I like your suggestion but I think any format that gives equal wait to PR and match wins will discourage too many players from participating, as it is too much of an advantage for the players with very low PR's. You need to give the less skilled players some realistic hope of winning the event, if it is to be an entry fee event and you want more entries.

A hybrid that would accomplish this is having some type of format where the winners advance to the next round along with the a few of the losers that played with the lowest PR's. For example, if you started with 20 players, you could have the 10 winners and the two losers with the lowest PR's advance to the 2nd round. Then the 5 winners and the loser with the lowest PR advances to the quarterfinals. The three winners and the loser with the lowest PR advances to the semifinals. From that point it reverts to the standard format.

This hybrid format would give an incentive to many more players and still give great incentive and reward for playing with a low PR.
