Corrected example

For example, if you started with 16 players, you could have the 8 winners and the two losers with the lowest PR's advance to the 2nd round. Then the 5 winners and the loser with the lowest PR advances to the quarterfinals. The three winners and the loser with the lowest PR advances to the semifinals. From that point it reverts to the standard format.
