I don't have any first-hand information about what Joe means by that "People Friendly" expression, and would just as soon have someone ask him directly rather than me speculate about what I think he means. I also have no information as to whether he intends to be sufficiently aggressive in clocking snail v. snail matches to make his laissez-faire clock policy work.
Joe's tournament draws a different field than any other ABT event, because it's a relatively small tourney by ABT standards, but has a large contingent of locals who are generally not used to clocks. If there is going to be a holdout tournament that doesn't go with the mainstream policy of at least "clocks by request", or as Neil has called it, "Clocks Insistable", it might as well be Cleveland.
Another issue hiding here: It's good if directors who use expressions like "Clock Friendly", "Camera Friendly" etc. explain somewhere, anywhere, what that means at their event. That helps prevent unwelcome surprises for all concerned. In other words, be "Transparency Friendly"!
