I'm afraid Neil, that you overestimate how often the winning player has the lowest PR!

Sometimes the winning player has the lowest MWC, but not the lowest PR.

Most often though, the winning side is the most difficult to play.

I have data from a big Win/PR combo tournament held in Denmark last year, where I was assisting TD (doing rollouts and stats) - and also was ver unlucky not to reach the finals (I had the lowest PR average in my semi-final pool, but only came 2nd due to unlucky distribution of the points).

Now, for the first round matches (the field was split in 11 pools playing round robin - split was made so the pools were evenly matched rating wise):

106 matches were played, all to 17 points.

In 46 of those matches (43,4%) the loosing player had the lowest PR!

We were quite amazed by this statistic - but of course, sometimes the PR difference is really very small, so it might not be that surprising anyway.

In 9 or 10 of the 106 matches, one player was best PR-wise, while the other player was best MWC-wise!

I think it is easier to come up with formats for PR tournaments, if they are not to be single knock-out tournaments - since you can mix the weight of wins and PRs in more ways.

If you need a knock-out style format, Timothy's suggestion of two matches PR tiebreaker is not bad at all. Even though you could "outplay" your opponent twice in a row, and still loose. I don't see that as a problem!
