This highlights that, in any tournament, the TD should be able to impose a clock on a slow match.
I would go so far as to say that, in exceptional circumstances, he should be able to impose it DURING a game. As an example, an alert TD, doing the rounds, may have decided that a certain match didn't quite justify the imposition of a clock. A major back game then develops, perhaps with a snake prime. Put a clock on next game, eh? TOO LATE!
I do sympathise with those who don't like clocks, even though I do. Here in the UK, most players seem to not want to use one, and I'm sure there are still plenty of clock virgins. But you need an expedite system.
To me, there is an argument that, if a match is already badly lagging, faster TC are applied to it when the clock is imposed. Like 1.5 min/point instead of 2. This would give slow players the incentive to START a match with a clock, where they would then be guaranteed 2 min/point.
