If he's asking to use the baffle box, I'd ask him to put it on his right side, and the clock on my right side, so that I have an easier time getting at the clock to punch it. If he'll go along with that, I'm be OK with it, even if it is eventually shown that he benefits a bit in the delay time department because of it. I do believe that all the baffle boxes currently in use are producing random rolls if the user drops the dice in using any normal method.

Regarding the dice tube, I'm also going to say yes, but with an asterisk (*). *If the requester is a stranger to me, I might want to let someone who who knows what they are doing inspect the dice that are sealed inside the tube, since I can't get at them to pinch, poke and rattle them, or even ask to mix them. But assuming the dice are OK, I am also a believer that the tube produces random rolls in normal use.
