Do you mean "superficial" rather than "superfluous"?
16/11 gives White 15 shots. Her 4's are duplicated to hit and cover, so that reduces the sting of getting hit. If she misses then we should have a strong cube next turn.
If we don't play 16/11, what do we play? Everything leaves a direct shot so 6/1* seems like the only reasonable alternative. But that still leaves 11 shots. Why give White a chance to send another checker back without giving ourselves a chance to solve our biggest problem (clearing our back point)? White is anchored so attacking is not a strong game plan.
16/11 for me.
