One of the problems with the "safe" play here, is that it's not even "safe for now"! It's just less dangerous, where danger is narrowly defined as the chance of getting hit on this turn. We are in agreement that we're getting enough future value by playing 13/7 to justify the added danger of being hit on this turn.
