My guess is that no, even if this was a match and not a money game as posted.
From what I understand so far, in a match the weaker player has a higher gammonprice and the stronger player has a lower one. That should be enough to tip the scales in favour of A if we are talking for a 0.020 difference. However, establishing points that stay for the whole game is influencing pretty seriously the level of play for a player that does not understand how to adjust his play if those points are made. I believe that a weaker player would have a much easier game if he makes the 20 and the 9 than he would if he made the 2 and 4. He will make less mistakes after 20 9, as he is much more experienced with holding games where he holds his opponent's 5 point.
It is possible that if the blitz is successful, the weaker player will not make big errors. However most of the time, the blitz will not be. So the weaker player will find himself very often in a position that he does not understand properly. This disadvantage should outweigh the other factors.
It has not been long since I started thinking those things, so probably I am missing something.
