You should be able to get new hardware somewhere with XP preloaded, or at worst with nothing preloaded where installation might be a minor headache but no more.
I haven't been shopping for a new system much, but I think what you recommend could be restrictive:
1) Find a company+computer which comes loaded with XP. They exist, but from my less than exhaustive observations, there aren't many. If you have to compromise your other requirements (e.g. Quad core) then IMO it's not worth going down this path.
2) Install XP after buying a new (empty or Vista-loaded system). The issue here could be $, but I don't know how much (and maybe Neil doesn't care). You need a real XP license. I don't know if you can disable an old license (on your old computer) and reuse the OS installation (which has already been registered in the MS database). I'm sure there is plenty of info on the WWW that says whether Microsoft allows this, though. Probably someone here knows the answer. If you bought the OS+license outright, maybe. If it came pre-installed, I doubt it.
I'm not one of these people who makes a habit bitching about Microsoft. But lately (with XP) I've become more disenchanted. There seems to be an update every whipstitch, and the default is that if you don't install it within a few days it automatically installs and reboots, regardless of what your PC was doing in the meantime (like running a long rollout -- which of course you lose).
What MS has done (and what Apple is doing, too) is causing MANY to switch platforms. When I get some time (ha, ha) I'm going to install Ubuntu on one of my computers. There are legal methods (such as Wine and Crossover projects) which allow one to run MS-Windows apps on LINUX systems without needing MS-Windows itself. I don't know how hard it would be to get SW running this way, though. However, I bet there are people in the BG community smart enough to do this.
