Well, that's a fine model. And one we basically had agreed upon.

There is a leadership issue, though. A strong leader makes things happen - finds a way. The reason I acted and formed the usbgf was because I heard talk... For years. And I was only on the scene for 5 years. Evidently people had been talking for 20+ years. Talk is cheap.
