Chouette order rule - has anyone played this way? How common/uncommon is it?

I also am having trouble interpreting those rules. I have played in a choo though where the captain winning does not guarantee getting the box. It seems to be commonly done that way in Tokyo. I was astounded how no one seemed to agree with me how bizarre a rule it is.
