Chouette order rule - has anyone played this way? How common/uncommon is it?

I don't disagree with you at all. As I said, like Malcolm, I strongly prefer the non-consulting chouette for all of the reasons you stated and more. I just pointed out that it is contrary to your statement about rules that help the weaker players.
You get my occasional powerpoints with the positions we bet on or disagree on in the chouettes in Chicago...those are a direct result of discussions (and sometimes arguments and bets) that arise in a consulting chouette that would not be debated or discussed in a non-consulting chouette. Over the years, I have learned much from those discussions and it is, for me, one of the highlights of playing in a consulting chouette, particularly with good players.
But if I were King and could make the rules, it would certainly be non-consulting and I would also eliminate settlements until the cube is at least on 4 to save the time of people haggling over 1 point (or less) and holding up the game for everyone.
I also like automatic extras...if you are going to drop a cube someone else takes, you should have to offer an extra, and if you want to play out a poor position and waste everyone's time, then you need to take the extras and pay for that right.
