He gave the advice in the context of match play, but you should start by mastering unlimited games. I think somewhere else he mentioned that you may start working on the intricacies of match play once your unlimited games PR goes under 5. I won't search for that post.

So, in short, study your errors and save them for later review; systematically study different aspects of the game. For example, studying races, early game blitzes, and holding games for the past half a year took my unlimited games PR from 9-10 to 6-7. There is still a longer way to go down to 5, but the journey had just began. I haven't even started saving and categorizing my errors.
