No, I don't think that's what Dmitriy is saying. He's saying that when you're studying a particular topic, you should carefully identify the point of diminishing returns and not proceed beyond that point, but should instead move on to the next topic. That doesn't mean that just quickly scanning mistakes is the best strategy, because that risks erring too far in the opposite direction, where you don't spend enough time on anything to retain anything.
