Good points relative to dice off the table--you convinced me. However, if I were the TD and a player did it consistently, I would be very tempted to take some action--require a baffle box or let his clock run for at least the full 10 seconds or something.

This is just another example as to why the TD has to be given broad powers to make or change rules in the interest of fair play, as no set of rules can cover every situation and all extenuating circumstances.
