If you do as you said, that's just change the settings but not clear the rollout, then GNU will use the old settings.

This is partially true. I just ran a little experiment. Indeed, what you said is true for the rollout settings, but not for the MET. If you change the MET within a rollout, the rollout will continue and use the other MET for the second part of the rollout. This is probably, as the MET is not considered as part of the rollout setting, however, it should! I had already recommended to the GNU developers to include the MET as part of the rollout settings, but this is not done yet.
