Some Omaha 8 hands (long)

Interesting read again. I like these posts.
Now a jack on the turn. Missed me all over but as far as I'm concerned my hand is golden. He raises...ugh. Now I put him on 9J, no lie, two of his cards are 9J there is no question about this.
How do you know this? Why can't he be on some other hand like 337T or 228K?
Now I reevaluate as quickly as I can. Any heart except the J of hearts is a nut out for me [8 outs], any low that doesn't counterfeit me I'm counting as an out for 1/2 the pot because I can't put him on a low better than A6 knowing 2 out of 4 of his cards [12 outs], any 2 or 3 gives me a better two pair [5 outs] and an ace makes me trips [2 outs]. Add them up that's 27 outs out of 42 cards!! So guess what ... reraise!!!
OK, so let's say his high is J9 at best and won't improve beyond that. That leaves 4's, 5's, 7's, and 8's for a low, or 16 outs at 1/2 the pot, right? How do those translate to regular outs? 8 outs? What if he makes a better hand than 2 pair (e.g., he holds 29JK), or makes a low to split the pot? I don't see how we can count 2's and 3's as full outs.
This is a hand for anyone who wants to try. Spot the error, I'm not saying who it was made by, could be me or one of the other players.
I would have folded that preflop. Looks like a trash hand that needs hearts to fall in order to be playable. With better position, I'd play it HU, but if anyone else comes in behind him and the flop isn't hearts, he's going to have issues.
QF: maybe he should have raised the turn, although I'm not really sure why. Don't know what the third guy had. He could have called the river to try to get the other guy in, since his A8 low can't be good with 4 low cards on board and two other players. Neither of those plays seems really out of place to me, though.
Why not 3-bet the flop? He's got a draw to the nuts and a draw to a crap low. He might make both and his low might hold up and he could scoop against two players, whereas vs. 3, it's more likely that someone else will make a low. Even if he happens to three-quarter, he'd rather be scooping.
