Actually, when asked to make a fair settlement based on current position, you can no longer use greens future cube use as some of your wins for green. You make your settlement based exactly on current position, and what that is worth.
No, that is (half) wrong. A fair settlement is based on the worth of the current position. But Green's access to the cube is a factor in determining what the position is worth. If you want a fair settlement, you can't ignore future cube action, you must consider it.
For example, in this position, suppose the cube is still on two. Green and White are arguing over a fair settlement. White might say: "I hit X times and always win unless you roll 1-6. Therefore I should get ...
Green interrupts: "No, besides the immediate 1-6, you may never close the bar point. You may leave a shot in the bearoff. After you start bearing off, I might enter with 6-6." Green continues: "Look! Here's an evaluation of the situation after a hit and a fan Snowie says you only win 92%! I probably win even more often if I enter with an ace!"
White points out the obvious; because White has the cube, White never loses this game after hit and fan or and hit and enter, no 1-6. He might, though, if Green has it. Either way, cube possession affects the value of the position.
