The issue with specs pointing out illegal moves is that they come and go and unlike a monitor or transcriber may not be quite close to the board.

Thus,

1) The spec may not see it as well as those closer and be wrong.

2) Some specs may assume it is ok to speak up when it is not or may not realize that the should speak up since they don't know that it is OK for specs to speak.
