My short answer is that a true prodigy like you see in (some fields of) math or chess is highly unlikely. There's too much experience needed - sure, a ten year old prodigy could calculate takepoints and cash points for various match scores in his or her head, but it takes more than just logic to see that a complex position is X% wins with Y% gammons. It takes experience, and that's not really something that's in the realm of what makes a prodigy.
That said, a 14 year old playing under 4 PR is not out of the question. What's not likely to happen is an eight year old figuring out how to play under 2 PR with minimal instruction. That would be a prodigy. The 4PR fourteen year old would just be a very bright kid who's studied very hard.
