I may have overstated the case. However, I would distinguish between novels and poetry. For poetry, intensity of emotion matters more than breadth of lived experience, and children/adolescents can have much deeper emotional lives than most adults give them credit for. There is indeed much great poetry written by adolescents.
For great novels, one typically needs more than just technical skill and one's own personal experience to draw upon. One needs a deep understanding of how society functions, and it is very difficult to get that understanding at an early age.
