I would toss up between 24/20 6/3* and 13/9 6/3*.

To me the position demands a tempo play so 6/3* looks strong since that gives me three 4's to consider. The second hit 6/2* is too big for me since White has a bigger board and Blue only has one man back. 20/4 is big and can backfire badly if White hits twice on his next roll. 13/9 unstacks the mid and positions the checker to a nice building spot.

The race suggests 24/20 6/3* is the play, OTB I probably wimp it with 13/9 6/3* since I won't bother counting the race accurately without a good reason.
