As I recall, early versions of XGR/XGR+ had some randomness. In my opinion, it is the correct design choice to eliminate the randomness. This makes XGR reproducible. Reproducibility has many benefits. And as Bob said, if for some reason you really want to vary the seed and/or estimate the variance, you can do so manually.
