In my perfect bg world every tourney would be clock mandatory and all matches would be recorded.

I've said something similar to this for a few years now and have gotten nothing more than polite silence (or maybe a little worse):

All matches are played on laptops, automatically recorded. Built in (Bronstein) clocks are in use. Dice are computer generated. Rules are computer enforced. Important matches are projected onto screens for spectators' sake.

Think of all the advantages.

There's also a hybrid tournament where early rounds are performed as above and late rounds (e.g. semifinals and finals) revert to real boards and Bronstein clocks, BUT with human recording AND human rules monitoring/enforcement.
