The primary reason to make an anchor is to prevent one's opponent from making the point. In this position, the threat of white making the four is not that great. In particular it is worth noting that the spare on the three point is out of position to fight for the four or other key points. That being the case, blue can try to retain a containment game plan by hitting on the ten point with good prospects of winning the fight for the four anchor later.
