I think you have the facts incorrect here. If you roll and that was correct it can count as a decision. It does if there was a reasonable choice to be made and does not if it was obvious which has a technical definition used. Thus correctly deciding to roll can definitely decrease your PR.

Also just because an error was made does not mean the PR goes up. If the error is less than your average error per decision it can make the PR go down.
