Yes it can be reached legally. A few sequences prior to this position having been reached, blue had blots on white's 2, 3, 10 and 11 points. White's checker, now on her 10 point was previously on her midpoint. White's checkers, now on the bar, were spares on her 4 and 6 points.

White rolled 21, and plays 13/11*/10*, putting two blue checkers on the bar. Blue fans and white (white does not cube) replies with 41 playing 6/2*, 4/3*, putting 2 more blue checkers on the bar.

Blue enters two blots with a roll of 23, and white fans. Blue replies with a 36 and enters another checker on whites 3 point. White fans and blue rolls 11 bringing us to the current position.

Perhaps this is not the most elegant solution, but it is legal.
