It is not fair to let a match go on for two hours with some moron taking ten minutes on every difficult position and five minutes on every obvious position
The first time Mr. Slowpoke takes "5 minutes" for an obvious position might be a good time for his opponent to call for a clock.
About ten years ago, in a tournament I directed, a player took about 2 minutes on a third roll position. I think it was a quarterfinal match. A long match. Shortly after, he got a warning from me to speed things up. Clocks were still new then and not obligatory. Today, I'd handle it differently. In the first place, if it were up to me there would be a clock on that match (and all matches) from the start. Secondly, if clocks were player-optional, his opponent would be much more likely to ask for a clock now than then. And thirdly, if the clock rules were still what they were then (director-optional), it's quite likely that I'd make sure a clock was running before the first roll was tossed.
