Enough clocks for all the Masters and all the Open matches running at a given moment would require a prohibitive investment for many directors.

Pass the expense along to the players. A clock is what, $40? You need only half as many clocks as there are players, so each player has to pony up $20.

Spread that cost over a few years: add a $5 "clock fee" to all Open level players for the next four tournaments and you've got it paid for. I would happily pay that (and more) to know that every last single one of my matches would be clocked.
