Perhaps for the first time in my life, I completely agree with Chuck.
Mandatory clocks should be mandatory. It isn't about speeding games up to the point where people flag, it's about maintaining a certain level of professionalism and making life easy for the players and the directors.
A $40 chess clock isn't that big of an expense, particularly when compared with a $800 backgammon board and a $20 doubling cube. If the directors can provide some or all clocks, then so much the better, and some suggestions have been given for this; but I think ultimately the players should be responsible for providing clocks.
Ideally time controls would be reasonably quickly paced, but I'd rather see as few barriers to entry as possible for mandatory clocks. That could be 5 min/30 sec per move for all I care.
