Y2K and Warming

Under what circumstances would a program "divide by a year"? I can't think of any. And if it did, why would it divide by 00 instead of 2000?
There were probably a few things that needed to be fixed, some probably involving confusion when ages were calculated, not by division but by subtraction. If someone's birth year was 00, were they 2 or 102 in 2002? Should they be served liquor or allowed to get a driver's license?
Not a problem that can't be solved or worked around, especially when you have plenty of time to work on it before it arises.
