In Response To: illegal moves and clock rules (bob koca)

to kill bg tournaments. i'd now need to bring an attorney to every tournament. the problem seems to be a few players. the rules need to be aimed at these guys as well as those that try gamesmanship on their opponent. the others need lots of warning before we get into penalizing this stuff.

the TD needs lots of lattitude in deciding when a penalty is appropriate. (unless it is shown that the TD is prejudiced against one or the other)
