I think that making the anchor on the 21-point is important due to the fact that the PrimeFactors have already established a 4-point prime. Then, 13/10 seems to be 'natural'. The last 3 is the most difficult one to play, in my opinion. One could either hit (6/3*) or switch the extra checker from the 8-point to the 5-point (8/5). I think that the hitting play wouldn't be beneficial because the blot is not likely to get covered in the next roll (unless it will be hit).
The alternative approach is to establish an own 4-point prime by playing 13/7 10/7 24/21. IMO, this approach isn't that efficient, since it neglects the backcheckers.
