Quoting the XG documentation is all very well. But I'm pretty sure that a high proportion of optional doubles do count as decisions in practice because XG is poor at recognising them. Also that moves where the best choice and the worst choice have an equity difference of less than 0.001 very frequently count as well for various reasons such as only so many possible moved being put through the top level evaluation, including frequently when all plays lead to a stone cold gammon loss.
