"I would have the players bid for the bye."

There are problems with this in a tournament like London Open where the prize money is due to side pools of different levels and Sean's situation is to qualify into round of 16. Also, in general buying a bye will not seem right to many.

"If two players bid the same number, then those two players bid again and keep bidding until one is higher than the other."

I see a problem.
