It seems odd to me that one would be playing 5 point matches and then suddenly in the most important match so far it gets shorter. Did you consider 3a 9a start which is closer to 1/3 equity? If you think that is too long and will give time problems then perhaps any extra round your method requires is problematic and perhaps just have byes be randomly assigned in that group of 12 from the start.

If you are trying to avoid byes completely what if there are 15,14 or 13 players at the start?
