Basically that is the idea but there is a very convoluted definition of what exactly counts as a decision. For example if one getting crushed in the game doubling is not counted as a decision but if the game is close it should be. A line needs to be drawn. If the move is not forced but every choice gives the same equity (for example deciding whether to end up with a single checker on the 3 point or 1 on each of the ace and deuce) it also does not count as a decision. There are some little tricks one can do to artificially make the PR lower. For example in that race situation it is better to leave on ace and deuce. That way you get an extra decision to divide by if next roll has a 1 other than 11.
--- From the help section of XG there is: A decision is a checker move or a cube double that is considered non-obvious by the computer. Considered obvious are the following:
A forced moved
A move for which the best choice and the worst choice have an equity difference of less than 0.001.
A double action where the equity before doubling and after doubling is the same (optional double)
A double action where the equity before doubling is 0.200 larger than the equity after the double (obvious non double)
A double action where the equity before doubling is 0.200 larger than the equity after a drop (obvious too good to double)
A double action where the equity before and after a double is very negative (less than -0.900). This corresponds to a loss of position when trailing in the match by a lot
