It bothers me, and it only happens to me once, as I politely tell my opponent that it is against the rules and he must shake up and down vigorously. I also suggest that it might be more fun to try playing with a baffle box. I rarely have problems after an initial, friendly warning, and the couple of times that didn't work, I did what I was supposed to do...I called the Director to explain it.

So if you see someone not shaking properly, it is just as much his opponent's fault for allowing it to happen.
