Personally I also prefer shaking and rolling the dice rather than the use of a baffle box, dice tube, etc... However, that's for myself and not for a lot of backgammon players who simply can't seem to shake and roll like a normal person should. There's the no shaker, the obsessive shaker, the dumper, the can't roll the dice on the board player, the cocker, so many more that I won't bother listing. For these individuals I'd much rather have them use a baffle box than attempt to roll and try my nerves. I still am a no go overall on the dice tube.
As a TD I would enforce the request of a baffle box if it was shown that the opponent simply couldn't roll in a reasonable fashion. Aside from that, I see no reason (other than disabilities) to favor a baffle box over rolling.
You're overestimating the amount of time using these devices save. Cutting from 2/12 to 2/8 is too much. I would consider 2/10 to be the best alternative.
