I don't see what makes you think that is better. Note that the 0.6 discount is implicitly implemented anyway by the decreasing probability of further repetitions.
In your example, the total expected cost of the repeated error is 1+0.6+0.6^2+0.6^3+...= 2.5 times the cost of the unrepeated error as given by XG, not 1+0.6^2+0.6^4+...= 64/36 times. Instead of a proof, I refer to an example I made up a few years ago, which was explained very well by Bob Koca.
