I assume the correct play of 51 is to hit two, and 21 is to make the 4pt. Given that assumption (Which surely is right, but I have missed plays on occasion..), then I think the theme here is that making the 4pt board with the 21 is because it makes a better board and prime setup - its building for longevity, because the cube is a take at that point, and your blitzing opportunities aren't quite as good as they are with the 51 - i.e. you have way more builders in the zone to make a major assault with that.

This is just raw speculation, as I really cannot describe why I think those are the right plays, but my gut sense tells me so. I'm probably wrong on both anyway!
